Del Mar property owners on Crest Road and Hoska Drive have until Nov. 16 to prepare for underground electrical service or face city enforcement.
The deadline applies to the southern portion of Utility Undergrounding District X1A Work Zone 3, south of Amphitheatre Drive. The Del Mar City Council unanimously approved the readiness deadlines on Sept. 8, first reported by the San Diego Union-Tribune. A Sept. 21 deadline for the northern portion of Work Zone 3 was the first to take effect.
The Nov. 16 deadline covers properties on Crest Road between Amphitheatre Drive and the San Diego city border, along with properties on Hoska Drive. The Sept. 21 deadline covered Crest Road between Via Alta and Amphitheatre Drive, plus parts of Klish Way and Kalamath Drive.
The council's Sept. 8 agenda report stated that the formal deadlines give the city authority to address properties that are not prepared when underground service becomes available.
Overhead utility pole removal in District X1A is expected in spring 2027. The agenda report noted that final scheduling depends on utility companies' construction timelines and is outside the city's control.
The X1A project, covering the Crest Canyon area, carries a total estimated cost of $12.7 million. TC Construction Company Inc. holds the $7.1 million construction contract, awarded in September 2025, according to city records. The city secured a $5 million IBank loan in November 2025 to fund Districts X1A and 1B, according to Measure Q Oversight Committee minutes.
Del Mar's broader citywide undergrounding program now carries a base cost estimate of $82.7 million in fiscal year 2026 dollars, a $28.8 million reduction from the November 2024 estimate, the city's undergrounding advisory committee reported in a February 2026 analysis.
A broader update on the citywide undergrounding program is tentatively scheduled for October 2026, the Union-Tribune reported.
Oct. 6 hearing: parking changes and speed limits
The Del Mar City Council will also hold a public hearing on Oct. 6 at 4:30 p.m. at Del Mar Town Hall, 1050 Camino del Mar, according to a legal notice in The Coast News.
The council will consider proposed modifications to parking on Stratford Court between 12th Street and 13th Street, and on Ocean Avenue between 13th Street and 15th Street. It will also review speed survey results and consider introducing an ordinance establishing citywide speed limits.
The specific parking changes and proposed speed limits have not been publicly detailed.
Residents can participate in person by submitting a speaker slip to the city clerk before the item is called, speak remotely for up to three minutes, or submit written comments.
